Bill 5 Private Member's Bill Royal Assent received

Protect Ontario by Unleashing our Economy Act, 2025

Sponsored by Stephen Lecce PC

44th Parliament, Session 1

About this Bill

TL;DR

  • Creates Special Economic Zones with reduced regulations for large investments
  • Replaces the Endangered Species Act with weaker species conservation rules
  • Allows more development on ecologically sensitive land through habitat offsetting
  • Significantly cuts approval timelines for major economic projects

Creates Special Economic Zones where the provincial government can streamline or suspend certain regulations to attract major investments. Replaces the Endangered Species Act with the Species Conservation Act, introducing new mechanisms for habitat offsetting that allow development on previously protected land.

Environmental groups have raised significant concerns that the new species conservation framework weakens habitat protections and that SEZ powers could be used to bypass environmental review for large projects. The government argues modernised rules will accelerate economic development while still requiring conservation commitments.

▸ Formal title

An Act to enact the Special Economic Zones Act, 2025, to amend the Endangered Species Act, 2007 and to replace it with the Species Conservation Act, 2025, and to amend various Acts and revoke various regulations in relation to development and to procurement.
